Witch Hunter (This is a Western game but is probably my favorite game. Usually, I don't like VNs but I'm a huge fan of apocalyptic themes so I really enjoyed reading the story in this one) He takes advantage of a girl zombie and a survivor by gathering food for her. I Walk Among Zombies (Not too rapey but it's about a guy who realizes he's untargeted in a zombie apocalypse. NPC game from mezzopumpkin (Like someone else mentioned there are a lot of NPC games out there, my favorite is the one from mezzopumpkin since I really like his art)
Lots of power play with blackmailing, my only complaint is that the sexual content is a bit lacking) The Imperial Gatekeeper (Japanese porn parody of Papers Please. You're a corrupt guard who blackmails and imprisons women)
The Evil Guards of the Merchant City (This one is made by the same and my favorite developer as The Dead End. Enough with my rant though here's what I suggest: It's not my cup of tea at all but hopefully more will add their suggestions. I occasionally visit this board to see if there's anything that fits this bill but most games here are female-protagonist games that rape you upon defeat.
